How 3SI Busted a Million-Dollar ORC Ring

About ORC in the Greater Toronto Area

The Greater Toronto Area, known for its vibrant economy and bustling retail sector, has been experiencing a surge in organized retail thefts. Among those thefts, a prominent retail chain became a primary target for a group of thieves specializing in stealing high-value items. The thefts had significant financial implications for the retailers and posed challenges for law enforcement agencies tasked with curbing such activities.

The Problem with Tackling ORC in the Greater Toronto Area

While ORC has become an ongoing problem in this community, the main issue law enforcement had was identifying and apprehending these thieves as they are really organized and responsible for targeting multiple drug store locations across the Greater Toronto Region. This is what promoted law enforcement to launch an investigation aimed to recover stolen products, disrupt the crime cycle, and bring the perpetrators to justice using 3SI’s Tracking Support Center.

The Investigation’s Objectives

Before tackling this issue, Law Enforcement and the retailer outlined the primary objectives of the investigation, which were:

  1. To identify and apprehend the organized group of thieves targeting drug store locations.
  2. To recover the stolen products, estimated at nearly F million dollars.
  3. To use 3SI’s tracking data to locate the storage facility where the stolen goods were kept.
  4. To stop the crime cycle by arresting and charging individuals involved in possessing and distributing stolen property.
  5. To enhance inter-agency collaboration between 3SI and Law Enforcement by developing effective strategies for future retail theft investigations.

Our Approach to Stopping the Crime Cycle

The investigation employed a multi-faceted approach, incorporating various methodologies to achieve its objectives. Key methods included:

  1. Building a Criminal Persona: The Retail Theft Unit initiated surveillance operations and gathered intelligence on the suspects. The thefts were highly organized, with the group targeting specific high-value items and using a central storage facility to consolidate stolen goods.
  2. Leveraging GPS Tracking and Technological Tools: Law Enforcement was able to track the stolen goods to a storage facility by obtaining tracking data from 3SI’s Tracking Support Center.
  3. Inter-Agency Collaboration: The Halton Regional Police Service and 3SI’s Tracking Support Center collaborated by sharing information and coordinating efforts.

How We Took Down the ORC Ring

Once the storage facility was identified, the solution implemented involved executing five search warrants at a storage facility in Peel Region, where the stolen products were believed to be stored. Once the search warrants were executed, law enforcement was able to search the storage facility and recover $1 million dollars worth of stolen merchandise! In addition, one male suspect, identified as the receiver of stolen property, was arrested and charged with the possession of the stolen goods.

The operation successfully recovered nearly $1 million dollars in stolen products, with $489,000 worth of goods returned to the drug stores. While the investigation into other accomplices is ongoing, the arrest of the primary suspect disrupted the organized theft ring, stopping the crime cycle. The recovery of stolen goods not only mitigated the financial losses for the drug store retailer but also sent a strong message to other criminal groups about the efficacy of law enforcement efforts.
